What are formal parties like in Latin America (Ecuador)? What to wear?

a cocktail dress is fine but not too plain. Ecuatorianas are fancy girls so they like to look good and not plain. A long dress would be more for weddings but since its a grad party then a cocktail dress thats not too hoochie but not too plain jane either.
