Why is downtown phoenix so lame?

i've been living in downtown phoenix (roosevelt south neighborhood) for 4 years now and ever since then i noticed that downtown phoenix is so boring and dead. granted theres some foot traffic during special events but thats not common. was downtown phoenix designed poorly
