Manager said he would call, but I haven't heard back...what does this mean?

I had an interview with a manager two weeks ago due to an arrangement of a mutual contact. Things went well. He called me back in for pre-employment testing. I took the tests on Saturday. He said he would get the test results on Sunday or Monday and give me a call. It is now Wednesday and I haven't heard anything. The tests consisted of criminal background, personality, and math. There is nothing of any of the three that should be a red flag. I informed him about anything that could possibly be construed as a potential issue on the first interview. Should I call him or is there something I'm missing?
