Did Petula Clark's downtown song ever served as the opening of a cartoon?

I remember a cartoon i watched during the 90s staring a young panda and i'm 90% sure petula clark's downtown was used in the opening. Note: i watched french cartoons in my youth, so maybe the english version didnt have the same opening.
