What does the following sentence mean?

WAIVER. No failure of Landlord to enforce any term hereof shall be deemed a waiver of the Landlord’s right to the full amount thereof. This Agreement shall be construed consistent with Act. No. 348 of the Public Acts of 1972, being Sections 554.601 to 554.616 of the Michigan Compiled Laws.
