Do all universities have their own little downtown?

my cousin took me to university of michigan and it's like they have their own little downtown where college kids hang out and walk on the streets with a bunch of restaurants and bars and shops and they have a big park. it looooks so cool. lol i was wondering if smaller southern or central or northern etc. universities like ucf and usf are like that. because i've never been to a college before.
