My boyfriend doesn't ask me to hang out with him EVERY time he goes out..... is that normal?

My boyfriend of 3 weeks used to ask me a lot to hang out with him and stuff, but lately I've been the one asking him. We can go days without hanging out until I ask him if we can and then he's eager to. The way people around here hang out is by walking to downtown because our town is really small and there's always people we know around. So, my boyfriend goes downtown every single day to see his friends and whoever else he may run into, whereas I only go mainly to see him. If I were in town, it'd be because I wanna see my boyfriend. If he's in town, well, he goes in town everyday so he goes there to see whoever. Is it a bad thing that he doesn't ask me to meet up with him every time he goes downtown??
